Beginners Questions • Question On Resetting Root Password

Hello,

I forgot my root password and needed to find a way to reset it. I came across two methods. One was using the sudo -s command and then doing a password change for root and the other method was rebooting the computer then going into GRUB and resetting the password with a few steps which seemed like it didn't require any password or administrator priveleges. I did sudo -s since I am an administrator on my system and I was able to reset the password easily. For the the sudo -s method you need access to an administrator account which is fine. My question is (or should I say concern) can a non administrator user just reboot the computer and get access to root by resetting the password using the GRUB method. I hope I am wrong.
