General Questions • Rebuild Gnome Software to do nothing but User based flatpak packages?

I've googled. I tried ChatGPT. I got a few answers but I'm very out of my element. I'd like to recompile Gnome-software so that nothing outside of user flatpak remotes and user installed flatpak packages even show up. I don't want it showing people available system updates and stuff. I've tried rebuilding it... attempting to disable package kit stuff but it still shows apt packages among other things. I've read it's possible and a few other distros do this just with build options but I am way out of my depth with this. I'm barely dealing with Makefiles. Packaging a debian thing is just not in my realm at the moment.

Anyone more versed in how to deal with this I welcome your help. My goal is to have a mostly non admin required system so users can install their own flatpaks with no assistance from me, while not having any potential to affect the base system. Ideally they shouldn't have to choose between the Apt package or the flatpak. Just flatpak and nothing else.
