Graphical Environments & Desktops • Firefox garbled characters on Debian 12.5 GNOME (wayland)

I have a VirtualBox Debian 12.5 GNOME (wayland) VM with Firefox ESR installed. When I tried to save a PDF, the download dialog was filled with garbage characters. The Firefox About dialog header is also filled with garbage characters. Is this a known issue and is there a way to fix it?
