Graphical Environments & Desktops • How can I install aticonfig, fglrx-driver is missing

I found this guide that explains how to disable dithering in order to reduce eye strain:

Now the problem is that it requires command aticonfig and it's not installed on my system. Apparently, if should be part of package fglrx-driver. Unfortunately, the package cannot be found.

Some non-free directories seems enabled in synaptics.
