General Questions • [Software] UFW isn't blocking

I was going through my apache2/access.log and saw an IP address I wanted to block. So I "sudo ufw deny from XXX.XXX.XXX.XXX". Then I followed this up with "sudo sudo cat /etc/ufw/user.rules". Upon inspection of the file I noticed that the ip that I just block and all the rest I did with this command to block them shows up as "###tuple### deny any any 0.0.0.0/0 any (the ip address) in -A ufw-user-input -s ip address -j drop. My question is, deny any any. Why two any any?
Could someone please verify that your system is doing the same.
